On Wednesday, Dec. 27, Rush Street Interactive opened its BetRivers online sportsbook in Delaware with little to no fanfare. With an exclusive contract in place with the Delaware Lottery, Rush Street Interactive (RSI) is the only provider of iGaming and sports betting in the state. It took almost six months to begin in the state after reaching the agreement this past August.
The Delaware State Lottery chose Rush Street Interactive to be the exclusive supplier for the state’s online gambling industry. The contract had a five-year initial term that may be extended for a further five years, subject to regulatory approval, for one-year increments. The business took 888’s place as the state’s exclusive supplier.

The Delaware legislature recently received a report from members of the Internet Sports Lottery Legislative Working Group, which recommended that Delaware allow more online sports betting. The Internet Sports Lottery Legislative Working Group members suggested that Delaware take a look at the online sports betting systems of other states like Maryland, Pennsylvania, and New Jersey. Online sports betting is available in all three states, and there are several online sports betting providers, which may give Delaware access to a “more competitive and economically thriving sports wagering market.”
House Resolution 6 established the panel, and its first report submission due was June 2023. The Delaware Lottery and Rush Street Interactive came to an agreement in August for the Delaware Lottery to be its only online and retail sports betting provider, following the group’s decision to postpone its recommendations.
The group’s final recommendations contradicted the lottery’s existing deal with RSI, recommending Delaware broaden its online sports betting to include different operators.
The committee recommended the following measures be taken by the Delaware legislature:
- There should be an online sports lottery in Delaware.
- Delaware must have several different online sportsbooks.
- Delaware ought to allow for a model that is tied to the current video lottery.
- Delaware ought to safeguard the horse racing sector.
- Delaware ought to offer more options to help with problem gambling.
The panel included a revenue estimate from Eilers & Krejcik in its suggestions. Delaware may bring in $30.7 million in sports betting tax revenue during the first five years of the transition to a multiple operator system, and an additional $9 million annually after that.
“It is quite clear that the absence of online sports wagering is detrimental to our revenue in Delaware when our surrounding states have online sports wagering. During our meetings, it was demonstrated that there have been many attempts to place online bets in Delaware. This is lost revenue for our state. It is also clear from our surrounding states that the use of multiple online operators creates a greater volume of wagering and online usage. It is our recommendation that online operators need to be tethered to our existing video lottery agents,” the group said as part of their final report.
Legislators in Delaware will take the ideas into consideration in their next session.
