Alabama: Illegal
The state has put out numerous laws, including one for 2021, but each one has been rejected.
Alaska: Illegal

An attempt to allow sports betting in Oklahoma in 2022 was unsuccessful. As of right now, it is unknown whether a fresh motion will be put forth in 2023.
Oregon: Legal
Despite having limited sports betting legality established at the state level, Oregon didn’t need to approve new laws because it had already begun accepting wagers in August of 2019.
Pennsylvania: Legal

Tennessee: Legal
In the spring of 2019, the Tennessee state legislature adopted a sports betting measure that will only permit wagering through mobile applications and the internet. On November 1, 2021, the state legalized mobile sports betting.
Texas: Illegal
Prior to the 2023 legislative session, one senator filed a bill to legalize sports betting in Texas by amending the Texas constitution. The proposed law proposes for a small number of establishments in Texas to offer legalized sports betting. If the amendment is approved by the legislature with a two-thirds majority and by the state’s voters in November 2023, sports betting will be made legal in Texas.
Utah: Illegal
No plans to make sports betting legal in the state.
Vermont: Illegal
In 2021, a measure was under consideration, but it was never passed.
Virginia: Legal
In person and online sports betting both began in 2021.
Washington: Legal
Early in 2020, the state passed legislation allowing sports betting at state-licensed tribal casinos. Mobile or online gambling is illegal.
Washington, D.C.: Legal
Sports betting was legalized in 2018 and went into effect in May 2019.
West Virginia: Legal
West Virginia joined the other four states that had legalized sports betting in August 2018. The state permits both live and online sports betting.
Wisconsin: Legal
In order to legalize betting at Oneida Nation’s casino locations, Governor Tony Evers signed an agreement.
Wyoming: Legal
Legalized sports betting began operating in the state on September 1, 2021.
